Milton's Satan, which a lot of popular media builds off of, is still solidly in Evil, but there's a bit of complexity to it. He feels beholden to his underlings and he recognizes the destructive nature of his suicidal ambition (but isn't strong enough to stop himself; he's fucking addicted). His actions in Eden, though, are 100% FUCK YOU OLD MAN, so the refined image implied by those earlier traits is all but cancelled out. I'd say solidly NE, which is fitting for the most popular icon of evil.

Even if he were to fix the universe after its assimilation, he'd still be doing evil things because he wants power or knowledge. Even if he wants to create a new order system he's completely ignoring the one already in place because it doesn't suit his purpose.
A lawful evil character would work to change current law rather than just eat up the system, esentially infecting his essence into reality and eventually working from there.
A chaotic evil character would not care to rebuild as much, and would probably destroy multiple realities to create a more "open" alternative, one that suits personal taste, vastly different from current status quo.
