Honestly I think he just wanted to show the Emperor what a hypocrite he was for creating Kurze and the Night Lords to fulfill a specific purpose and then castigating them for doing it.

It was pretty much a self-fulfilling prophecy, given that he attacked another Primarch with the intent to kill, nuked his recruitment world, turned his Legion into mass-murdering psychopaths, and went on a two decade genocidal spree while ignoring orders before officially turning traitor and doing even worse things. Curze was only killed after the Emeperor was interred in the Golden Throne, and it was not on the Emperor's orders. Hence the self-fulfilling prophecy.
