Wuxia settings are often biased against heavy armour, Xia prefer mobility and blocking/dodging to absorbing blows.
For more generic fantasy stuff, in a goofy fantasy setting I run I justify barely covering armour (for both genders) as being made of small amounts of a potent magical metal which holds enchantments extremely well, but is unstable in larger quantities. So the optimal way of using it is in small articles of armour or worked into pieces of clothing which can generate a magical shield over the rest of the user.
Conventional armour does exist, but given that it's heavier, more awkward and less comfortable, everyone who can afford it goes for the skimpy option.
How skimpy? Sister Repentia have many degrees of skimpy.

You don't really need any justification beyond culture. There are already thousands of historical civilizations that wore skimpy clothing and do not have the same values of modesty as us. That's really all you need.

Swords can cut through thick armor like butter when they need to and no one seems to question it.
Another factor could be technology and armor supply. The vast, vast, vast majority of soldiers in history, even in the age of full plate, never wore a scrap of armor and if they did, it was usually a helmet. You could be in a pre-medieval setting where pretty much NO ONE wears much armor, so having little to no armor is now seen as a disadvantage.

My barbarian doesn't use armor, but that makes her tougher to hit and even when naked, she's fairly resistant to damage. (But tougher with some very scant armor. Think gladiator outfits.)
