Generally speaking they fill up way too quickly and/or people are looking for a lot of a particular subject matter. Look at the current monster art thread. It's almost full with just that.

Most don't tho. I can see why you'd want to maybe have separate for broad themes like "Fantasy" or "Monsters", but I've seen a lot of "Fighters" and "Elf" art threads which never get much use.
