Not using a job based system with perks that have stat requirements and other perk requirements for the higher tier perks.
Example noble lords son decided to join the local thieves guild and pockets money in ballrooms.
Jobs:
Noble
Pickpocket
Stat requirements:
Con: 12
Dex: 12
Cha: 13
Perks:
Pickpocketing Beginner
Pickpocketing Apprentice
Pickpocketing Adept
Lore: Law
Lore: History
Management beginner
Management apprentice
Management adept
Court etiquette
etc.
Perk based systems are much better.
Introduce learning points on level ups and buy perks with them or improve stats.

Classes are supposed to be archetypes, not jobs.
That's exactly what's wrong with OP's garbage -- Field Marshal, Lord Commander, and General are three "job" classes for just one player role that's barely an archetype.

I've always favored attribute+skills+feats myself. As long as you don't do the feats 3.x style, it works out pretty well.
