Falling in love is sinful, except for your love of duty to the Emperor.

The Empire has no problem with people having sex, so long as they're grimly doing the Emperor's work.
In the case of the Sisters, sex used to be sinful because they'd be committing adultery towards the Emperor. In practice, they were Vandire's private muscle, bodyguards, servants, and concubines. Once they stopped being the Brides of the Emperor and became the Sisters of Battle, it stopped being quite so treasonous. However, they are forbidden to have sexual relationships because they're supposed to be devoted entirely to duty, much as Space Marines and Assassins are.
The idea is an ancient one: build up unsupportable levels of sexual frustration which they let out as fanatical paroxysms of hate. Much like /pol/ and sjws, now that I think of it.

I used to be of the "Sisters should have their own Chaos Sisters" camp, because everyone else in the Imperium has a Chaos counterpart: CSM, Traitor Guard, Dark Mechanicus, Renegade Knights, Chaos Titans, Chaos Navy, etc. So it was weird that Sisters never got any of their own. But now I'm not so sure. I kind of like the Sisters' purity being a big deal and their faith actually making them unfailing paragons of the Emperor's light. The problem with that is that SoBs are really difficult to corrupt. In fact Mirael is the only one that willingly turned to chaos.
If she was to make a chaos SoB order of her own, she would have to capture SoBs and slowly corrupt them, which is a pretty time-consuming way to make an army. She could easily work as a chaos lord in a generic chaos army though.

I have read the Sisters of Battle novels. No amount of contempt will lead them to turn their guns on Guardsmen or Space Marines, because even if they view them in a negative light, they are aware that they're still warriors of the Emperor. Sisters can be zealous, but they're not stupid; if they were, they wouldn't exist.
And "killing civilians" doesn't matter. Every martial force of the Imperium does it, because sometimes they get in the way. In the first Yarrick novel, the Guardsmen and Sisters both fired on crowds of panicking civilians because they weren't listening to the demands of the officers and causing more trouble, but neither group was happy about doing it; they did it because they had to.
