How does Forgotten Realms make any sense at all when even small villages with 6,340 gp of assets are ruled by high-level wizards?

Here we have a pirate hamlet whose ruler's right-hand man is a level 20 conjurer wizard who Plane Shifts the whole "shantytown" to another plane.

Why would a leader even have to be the strongest? Political power does not neccesarily equate to personal strength. Sure sometimes you band people together by the strength of your arm but that isn't really the norm. Leadership is its own quality. Maybe that conjurer just wants to post on taiwanese forums about how to summon his succubi waifu all day. Hardly a leader of men.

Well reading that statblock, it looks like Maeruhal is like a plantation town for rich Halruuans and their lower-order workers. While you have powerful and wealthy sky wizards living in the town to rule over things and their permanent population of servants, most of the people in the village and the mines are just transients who die off pretty quickly or just come for the gambling like going off to Las Vegas for a weekend.

It looks like the town has so much money because they basically have a giant pile of gold hidden in some sort of treasury vault there. And the wizard just does it because he gets money and can fuck about doing wizard things and create new spells.

The plot hook is obviously asking for a take-off of Ocean's Eleven to steal it.

ARE there many adventurers in Halruaa? The place doesn't seem to get a lot of attention as an adventuring area, so much so that they went ahead and blew it up in 4E. Most of the adventuring is up in the North, where as soon as you leave the smallish safe zones around the cities you're in orc, troll and giant infested wilderness.

Clerics, and the Church in general, are there to spread worship, protect the faithful, and work with others to enforce their ideals on the world.

Chosen, if a god has any, are used to protect their deity and act as their herald.

A cleric of Mask would advise a thieves guild or provide healing, while a chosen of Mask would have to hold their portfolio or hide their divinity from other gods.

Sometimes, these jobs overlap. An example would be Fzoul Chembryl, the Chosen of Bane

The Counselors and Kings trilogy took place there.

In the Shining South book, PCs could investigate Shadow Weave corruption in the council of Elders, expose eugenic experiments on the Jordains, or try to steal the plans for an airship (or the airship itself).

You would have to run it like Ancient Netheril.

Maybe it's just me but I feel like most people only get up to level 3 or 4, with skilled individuals (Successful wizards, sergeants in armies, basic knights, minor lords) reaching levels 5-7, and kings, royal guard, generals, and court wizards reaching level 10

After that, you reach into heroic figures: Grand sorcerer kings, Heroes of kingdoms, despicable plague masters, etc.

I can never understand why people stat towns and cities where every guard and thief is level 9.

I just looked at the DMG, page 139, for population generation. We can assume Wizards are as common as druids or rangers in the Silver Marches since there are a few mage colleges in Silverymoon.

A hamlet normally has a community modifier of -2 for the highest level characters, but on a roll of 96-100, you add +10.

The highest level local wizard for the random population is 1d8+10.

Assets are more like the maximum amount of cash that PCs can get for selling stuff in town, not the combined value of everything in the town.

And I think maybe they err on the side of putting a lot of lazy high-level NPCs in towns and cities because it's insurance against rampaging PCs. As soon as the players realize they can beat any town guard in a fight, you're in trouble.
