Even terran night lords were given the job of sowing terror and destruction. They're not loving. Then their recruitment came from primarily murderers and rapists.

The only thing Talos did wrong was to emulate him in creating a temporary warp beacon via killing the astropaths with a Navigators warp eye while magnifying the effect via pain.
