What's a good system for running a Kill La Kill campaign?

Whenever there is a dispute between the GM and a player over the outcome of a contest, each picks up a die, rolls it, and whoever rolled higher wins.
But, if the player feels more emotional about a particular contest, they can pick up another die, and add it to their roll. Likewise, if the GM feels like they've got more emotions, they can also pick up another die. Then, if the player really, really wants to, they can pick up a third die, and so on and so forth.
At the end of the night, the game should largely revolve around players and the GM throwing fistfuls of dice at each other, screaming at the top of their lungs, while ripping off their clothing.

There are also multiple ways for a character to get superhuman stats while maintaining a completely normal physical appearance. Or it's just an artifact, in which case strength requirements can take a hike if the crafter so prefers.

I really want to run fate because it seems like it might be one the only rpgs in existence I know of where something other than the best character builds actually matter and maybe just maybe I can focus on actually telling a fucking story with the other players instead of spending half the session looking over spread sheets . But it seems like the way that and F.U. both work seem actively discourage the GM from planning anything at all in advance. So I'll never be able to GM either of them since I'm so full of spaghetti that I couldn't run them smoothly. I need notes, damn it.
So the only way I can possibly GM is basically to only run games I hate.

This. Ryuko is either an Adamantine (life fiber) Promethean or a Symbiote. Someone already went and statted out the scissor blades, so just take some levels in the dual wielding sword school and you're good to go.
