So which tabletop rpg system has the best balance between magic users and non-magic users?
On the level of "no disparity whatsoever", a whole bunch of them.
D&D 4e, Tenra Bansho Zero, Dungeon World, Legend (RoC), Super Console, Grancrest, Make You Kingdom, Ryuutama, Log Horizon, Splittermond, The Dark Eye, Beyond the Wall, Sword World, Alshard Gaia, Arianrhod, Silver Rain...

Shadowrun is pretty good. Internal balance isn't as important as the fact that you need certain roles in your team filled, and one of those is someone magically attuned.
If you don't have a magic-user then you're liable to being tracked by astrally projecting magicians, to miss certain clues that can be picked up by assensing, and to miss out on all the magical shenanigans mages can pull, amongst other things.
On the other hand if you have nothing BUT magic-users, opponents who resist...

L5R has a pretty good balance. I played a Dragon Bushi that had a higher kill count than the rest of the party combined
You awake in your sleeping place, warmed by your body after a long night. The sleeping chamber is empty, devoid of your pack members. You leap to the ground and review the three barks.
1. A dog must never harm their pack, or through inaction allow harm to come to their pack
2. A dog must obey any command given by the pack alpha, unless this command conflicts with the first bark
3. A dog must work to preserve their health and safety, unless doing so would conflict with the first or second bark

It was another peaceful day at your home, the caw of roosters, bleating of sheep and goats. You!rise from bed and crack your neck with a satisfying pop.
"Rowan, Breakfast"! Mother called out to you in a soothing tone. Always caring, always nurturing. Heading along the creaky wood floor into the kitchen and take a seat at the table. You munch on an apple and a piece of bread, drowning it down with water and eat a small bit of salty fish to finish off as you give her a hug goodbye.

You feel cold. So cold you’re shaking. That’s making you nervous, and you’re hesitant to act on it. Instead, you slump a few inches further into your armchair, too lazy and too paralyzed to reach out for the television remote. They’re interviewing Peter Beale—that smug motherfucker of a televangelist—on the local news in a few minutes, and you’re not sure whether or not you want to watch. Maybe you’d go to the station yourself and give him a piece of your mind if you thought you could take him.
A sudden shock of a chill courses through your body. You gasp, seizing for a moment and clutching your chest. It’s not the weather; fuck, it’s almost summer and you can barely afford this shitty apartment, let alone air conditioning. And you’re not sick, either.
It’s worse—you’re fucking hooked. You’re addicted to the Juice, and you’re almost out.
There’s means of scrounging up more around town. But they’re not sustainable. You glance over at your cell phone, in a scorch mark on your coffee table, still smelling faintly of brimstone from the last time you called downstairs.
‘Almost out’ means you’ve still got enough left to contact your employer. Maybe it's time to go big again.
As an aside, your name is…
> Steve, and you’re also addicted to regular meth.
> Celeste, and you also know every degenerate in town.
> Chad, and you’re also recently disowned by your rich parents.
> Roxanne, and you also pretend to be whacked to get sweet prescription drugs.
>>45282710
>Chad, and you’re also recently disowned by your rich parents.
It's a toss up between Steve or Chad for me, but I feel like being a rich kid forced into "poverty" for drugs will make the MC somewhat unique.

All things considered, you’ve done a relatively shitty job of living life on your own; you guess Mom was right about that. You’re a college dropout after just a few semesters, which you owe to poor grades. And you haven’t been able to hold down a real job for too long. Without a dollar of your trust fund—and you’ll do something about that eventually, since it’s your goddamn money, and enough of it to keep you on your feet for life—you’ve...

While the Baron is interested in the idea it will take him some time to finish the redesign of the current gunship to use a more modular armor system. Once that's done he'll have a team study it in detail.

Welcome to A Song of Revenge and Gold: House Malroy Quest. In which you take the reins of a House of storied glorious past since Aegon’s Conquering, but whose fortunes have taken a turn for the worse in the doom that Robert’s Rebellion brought. Taking place in 284AC a year after the Rebellion has ended you are Brynden Malroy, second son to Lord Vamos Malroy and Lady Esemella Hayford and the last living heir to Steadhold and House Malroy.

> Floor rolls? Rerolls?
> Rolls behind the screen, or in front of the players?
> What do you do when someone remembers a penalty or bonus to a dice pool after the fact?
House rules and rolling policies thread.
>>45281746
No Jumanjis. The dice must be rolled on the table
they must be rolled when you intended to (if you roll a handful of dice and one slips out early it doesn't count)
Dice must land completely flat or they do not count (aka, getting slightly angled off something)
Remembering penalties/bonuses after the roll is fine as long as you remember before the next turn
>>45281746
Floor rolls only count if everyone can quickly and easily see it. Behind the screen is fine too. The GM has the right to hide shit from you, that's what the shield is for, after all.
Floor rolls: the dice land as they land where they land; DON'T FUCKING TOUCH THEM UNTIL I SEE THEM KEVEN
Behind the screen for the stuff the PCs don't do/aren't aware of, Players roll rolls for things the PCs do/control/influence.
Depends on how long after; I may given them a re-roll if it's a truly significant mater and they remember right away; especially if it's my bad. If it's turns/rounds/in-game hours later, or if it's a "whatever," task/event being rolled for I usually just either say "okay, they did it...
