We use ASL for the evil party members. It's been going great though there is always a chance that the lazy stupid "good" party members might eventually pick some up.

You mean two as in 'one game master, one player"? If so, afaik yes, you can, although it's a little below optimal. There are even some adventures made for 1v1. It can sure work out, it's just systematized make-belive, keep that in mind.

Why would you be taking Dex Penalties for losing toes?
Maybe if it was only for running/acrobatic type stuff and even then after some downtime the GM should let you remove some of those penalties by learning to adjust to your new feet properly.

Because you lose quite a bit of balance when you lose a few of your toes.
It's really only for losing some AC since I literally don't have any skills that use Dex that I put points into.
