How effective is spell shrivel or negate against R/G Ramp? Like, If I Negate one of their Rampant Growths, does that theoretically buy me more than one turn?

I've recently gotten a hold of the 4e L5R book and fallen in love with the setting and system. I'm planning on running a game this month, but I'm getting stuck trying to set up the game.
