No one knows. They probably didn't have vault-tec ones with experiments and other hidden purposes but there is no reason for rest of the world to not have their own nuclear shelters. There is nothing in the fallout canon about rest of the world.
IRL Russia has bunkers in the event of nuclear war.
Vault tec was an American company and the fallout economy wasn't nearly as globalized being a hyper cold war, but you could simply come up with your own Vaulttec expy or government shelters. To say nothing of US imperialism into Canada, Japan, and China in the fallout universe
While there tends to be a sort of agreement on how elves and dwarfs should be (at least superficially), gnomes are one of those races that are depicted differently in practically every setting. The only real commonality is they're small, but even then their smallness ranges from "child sized" to "pinkie sized".

Planning to run a low-power epic 6 game.
What I wonder; anyone know of base classes that only have 5-10 levels so someone can at least get full progression in something? Doesn't matter the d20 version, they're easy to adapt.
You could always take an existing class and chop it down. Condense three levels in to one, so the fighter at 1 has everything from 1 to 3 on a normal level progression, level 2 had 4-6, etc.
It makes power scaling spiral out of control rather quickly, unless you put a serious slowdown but I think the only other thing that has less than 20 levels that isn't a prestige class is the classes from d20 Modern.

Ninjas and Superspies does a good job of it, if you can deal with the Palladium system. Gageteer Agents are pretty much James Bond, and since the game is compatible with the rest of the Pal universe, you can fight space elves or giant robots or aliens or whatever, or just other spies.

Scenarios are altered slightly so that you won't be spoiled if you've seen the movie, and because of copyright they had to use "Skorpios" and "TAROT" instead of Blofeld and SPECTRE. But there is a serious emphasis on keeping the feel of the movies.

No longer reward players for roleplaying and tell them that it is expected of them to roleplay, not something above and beyond they do for bonuses. Done.
I mean, got any suggestions? It seems like rewarding immersive role play with in game rewards seems disjointed, like Whose Line is it Anyway but with RP. But it also encourages the behavior a lot of GMs want out of their game.
