What's the best system to make a campaign set in/based on the Wild West? I'm talking high noon duels, shootouts in canyons, groups of constables going around jailing outlaws that are stealing all the town's women, that kind of stuff.

GURPS and Savage Worlds both handle it well. Just don't use d20.
I'm not familiar with any specialised western games, although there are some, so I can only comment on how generic systems will work.
Savage Worlds is good if you want fairly powerful PCs and enjoy combat with miniatures. If you prefer gritty realism and more abstract combat (and stuff other than combat), BRP or GURPS will be better. If you want abstract but quick and heroic combat, maybe the D6 system would work best.
I'm going to go into a bit more detail about GURPS, because it's the system I know best and the one with the largest list of sourcebooks...

Aces & Eights: Shattered Frontier
I'm fairly sure this is a near universal problem with fights in RPGs and I'd like /tg/s solutions or workarounds.
Any fight against a single NPC, be they the BBEG or just an important cronie. Most RPGs have an initiative system that, ingame, are meant to occur near simultaneously but can take quite a while up around the table.
How do you make these fights entertaining tg? A party of four (let's say) all take a turn smacking the enemy and he gets to smack one of the party in return, when he's not hitting he's a beatstick for the party. And it's a bit jarring, at least for me. I know DnD5e has this "lair action" thing, where a Dragons cave might quake and rocks fall and geysers erupt etc, these have their own turn but work in the favour of the Dragon. That's a cool mechanic but I'm wondering if there're other equivalents or improvements?

most systems would limit the dragon to something like 1 action to move, 1 action to do something combat related, and a few minor actions that are free in some way.

Well generally depending on how long the trip is, you're going to want to pack a few snacks until you actually reach Hell itself. Since you said vacation, I'd pack things like shorts and sun dresses, probably a hat and sunglasses as well

Make things not go to plan, their transport gets fuckled on the way to the objective and so on. Let the PCs do their thing because obviously command is incompetent and you know better. Throw in some stuff that soldiers would do outside of "go place, shoot"´, shit like being pulled into a gambling ring and the commissar is sniffing it out. Hell even parade duty is hilarious.
If they ever gain a reputation for being the soldiest soldiers to ever soldier have some higher-ups pull them into some sort celebration...

My Baklunish Rogue Akbar wants to become a wealthy lord in the Hold of the Sea Princes (Greyhawk).
Janus is a human fighter who figured he'd retire from the Guard Corps of his city, but now he's in charge of a rebellion so he fully expects to die fighting.
My human ranger has actually just had this conversation and joked about returning to carpentry, but he's aware that his job doesn't really allow for retirement.
