I had it a while ago but now that the physical copy has finally been released I want to give it another read through before I order it in.
Is there a cyberpunk fantasy game out there that doesn't have the ridiculous bookkeeping and character mastery of Shadowrun? There's 0 chance I'll be able to keep some of my current players interested in SR because of these factors, so I'm looking for an alternative.

Most of the answers you get won't be satisfying. I would recommend Savage Worlds with a combo of fantasy and scifi splatbooks combined however fits best for your group.

GURPS is a simple system that has splatbooks for pretty much any setting you could want to run a game in, it's advantage is in having one single system for every setting, but this is also why it sucks.
40k is the reason /tg/ exists, we were created to get the warhams threads out of /b/.
CYOAs are cancer, they serve no purpose and belong on another board.
40k has so many fans because it's been around for quite a while, resulting in a "famous for being famous" (or in this case, popular for being popular) kind of deal.
A lot of people already play it. It is likely that newcomers to the hobby will get introduced to it through 40k, and the fact that there are many players also affects that people are more inclined to pick it up over other games in the genre.

I agree. Granted, there are in-universe explanations for why they always exhibit the negative aspects of their emotional purviews and never the positive ones but it does sap a lot of nuance from them as characters.

A 12th level Wizard has been given a quest to cause as much destruction as possible. Assuming that the wizard has access to any spell or feat, and that items that need purchasing can be purchased. The obvious answer is considering just raising an undead army, but the wizard is more enamored with the idea of doing the damage personally.

Apocalypse from the sky in book of vile darkness(3.5) does 10d6 fire, acid or sonic damage (caster picks) to everything in 10 miles per caster level. It is a 9th level spell, but they can use a scroll. It takes a day to cast and caster also takes the damage.

IIRC there was some combo with weather control and summoning snow that would drop hundred ft of snow on area of several square miles in a matter of minutes - but I don't recall the detail and it might actually have been a Druid thing.
Why doesn't /tg/ like feys?
In the tales I was taught, feys like to make human dance to death (or at least make them skip some years doing so) but that's pretty much all of it. Distracting them with riddles is enough to calm them until the sun rises again.
And if you bring drinks, treats or something they'll party less hard.
Of course you shouldn't eat food from them until you're in the human realm and not at night. But I'm told most of the fair folk are beneficial.
