Why do dragons in movies tend to be beastlike murdermonsters with no intelligence?
The traditional dragon you'd see in something like LOTR or D&D is highly intelligent, but 99% of movie dragons are about as smart as an angry bear.

That seems inaccurate. What dragon movies come to mind to you, exactly? Because I think Flight of Dragons, Hobbit, Dragonheart, How to Train your Dragon and Reign of Fire. Which is only 20% mindless-monster. The other one that comes to mind is the one from Angel, which I'm pretty sure he ended becoming bros with, later on.

I mean, there's plenty of room in Shadowrun to come up with one-note gimmicks, the kind of character no GM would allow a player to take but who are perfect for a counter-runner.
I don't understand the issue; you just use standard mooks, then add your special boss on top for a bit of spice and challenge. Unless they are the active agents (hunting the runners) then it's easy to fit them into a run.

Shadowrun's so lethal that it's honestly kind of underwhelming a lot of the time. Scary bad guys most often are the mental types. That said, I have put in some Real Badasses who the players probably shouldn't attack, and then waited for the players to come up with a way to turn the fight unfair.
What if Shadowrun was written and owned by Square Enix?
Linear storyline with a shitload of sidequests.
Campaigns would be grinds until your numbers can beat the BBEG's numbers, and in the meantime you work out the finer point of Chocobo husbandry.
Everyone would have a stat for Belts and a stat for Zippers.
A human would stand a chance against a dragon.
