The punishment would be given last season, but some shady shit happened that nobody knows exactly what it was (money probably, since the Patriots would play the opening game as defending champions), and the decision was postponed to this season.
As for the punishment being large enough, I think it's more than the league would give to Manning or even to Brady some years ago, so it's good enough.

Brady sued the NFL and won in August of last year. The NFL appealed this offseason and got the trial court decision overturned by the Second Circuit Court of Appeal. That's why it was delayed.
