mainly because of his defense. GMs pay great attention to the finals and try to emulate that style of play and Jahlil probably wouldn't have even seen the floor for either team because he cant switch out on the perimeter like a Tristan Thompson. Nerlens and Embiid are both athletic enough to so they're worth more.
Also his off the court issues are very troubling and he probably has too big of an ego to accept what is probably his best role which is a 20-25 minute guy to come off the bench and lead the 2nd unit's offense
Apart from that the sixers are probably just asking for too much. Despite his problems he will still be a very good value on his rookie contract for the next 3 years but after that he's going to want (and probably get from some team) a huge contract.
He's definitely not a bust but if I had to redraft 2015 he would fall a few slots to probably the 5-7 range after KAT zinger booker winslow and maybe lyles/turner
