Japan usually has some pretty good starting pitchers, they do send the best from their own league and they make some pretty good pitchers over there, several of whom have since come to MLB and thus no longer go. they've always had a couple good new ones ready to go and will again next year
Anyway, other than the US, many of the other countries do take it seriously and it's a pretty fun tournament.
