College atheltics, only 2 sports matter: football and basketball.
State of Texas has jack shit in basketball. California has UCLA's, which hasn't been the dominant force in bball since.
Football, California has USC as a blueblood, but that's basically it; you could easily argue for Indiana (Notre Dame football, IU/Purdue basketball) as the superior state then. The current state of Texas's blueblood is straight dumpster fire, and everything else has been irrelevant historically. Do you really want to base the success of the athletics one state on the Houston Cougars?
As for one school with both sports, Ohio State, Michigan State or Florida have better arguments that could carry the whole state with additonal schools

It's Louisiana. Cali and Texas are great because of their large population but Louisiana produces the most elite athletes per capita. Ohio and Michigan are also underrated.
