There is simply too much money and history in the ODI World Cup to just delet the format. If you ask any Indian, Paki, or Shit Lankan fan what their most iconic cricketing memory is, almost all will say their team winning the ODI World Cup. They care about it.

The T20 World Cup is literally meme-tier (just as ODi's were in the 80's). Even though it is (slowly) starting to happen, it will take decades before it is really taken seriously and valued like the ODi World Cup is.

I know enough to follow the money. The New Zealand market is non-existent, or more importantly, the SANZAR market is non-existent. Meanwhile the shekels in NH Rugby is multiplying every few years.

The Intercontinental cup currently serves as a division 2 for the ICC anyways. What the new model would propose is that that the top Intercontinental cup teams would just play with the lower ranked test teams like Zimbabwe, Bangladesh, and Windies.

The lower ranked test teams aren't adding that much to the test arena so this will at least help teams like Ireland and Afghanistan get better.

Also, the two division test system won't be permanent so once the teams start getting better they could always just turn it back into the current system.
