California & Texas. This is debatable given the Olympic medal count, but as far as breeding athletes for our sports, as in American football, Baseball, and Basketball, it's those two.

Sheer population has a lot to do with it. California produces easily the best baseball and basketball. Florida has the best (american) football. Texas has both top tier football and baseball.
For punching above their weight, it would be Pennslyvania or one of the southern atlantic states (Georgia, Virginia, the Carolinas)

Only valid stats would be the place of birth of Olympic athletes, not universities, because athletes of those universities were likely not born in that state.
You would have to then take that data and convert it to "per capita" for each state to account for population differences.
No such statistics exist.
