The problem with recent tournaments is that stutter-stepping only works when few people are doing it, because keepers are primed to jump. But we're hitting a point where 3 out of every 4 penalty takers are stutter-stepping, so the keepers are waiting and all the players are doing is sacrificing the pace they can put on the ball.
