We need a tactician of a coach, not Klinsmeme if we were to be a top 10 team. We already have some upcoming youth talent and a solid base of players in Wood, Pulisic, Brooks and Johnson to build on. Chile has comparable talent to the US, if you exclude Bravo Sanchez and Vidal and they've managed to win 2 cups which was all on the coaching because let's face it, no Chilean other than Vidal and Bravo would be in Argentina's starting XI. The problem with the US MNT and I've said this for years is that many of your great Euro teams play for similar or even the same club teams. That nasty Spain team from years ago read like "Barca Barca Madrid Barca Madrid Barca Madrid etc." For the US team you have one guy from some MLS team and another from the bench spot in Ligue 2 or some shit and they can't build chemistry fast enough. Klinsmann's tactics are from the Cold War era and even the best players on the team would be instantly replaced by a laughingstock like Sturridge if he suddenly became an American. So no, England is still the better squad even if they're choking dogs. (They are choking dogs, btw)

In terms of individual quality, England is better. Although the only important thing is how well they play as a team and because our manager was fucking retarded, I'd say we're a worse team.
