because he was burning through relievers faster than the worst bullpen in baseball was, he reached the point where he was literally going to run out of his bench - position players or otherwise. So he used two relievers one in LF and one pitching, and just switched them across multiple innings.
Even so he was about to run out of players were it not for the Baez grand slam, and he was about to use a starter (Hammel) to finish off the game.

Maddon has a tendency to burn through line up, so they ran out of players they could bring into the game (So no more pinch hitting or running) and only had bullpen players left. So Maddon brought in two bullpen players and had one play in the least active part of the field and the other pitch. Depending on who was batting, Maddon had the pitchers rotate because while if you remove a player from the field they can't come back into the game, there's nothing that says you can't have people switch positions. So Maddon used that loophole in order to expand the amount of usable players and increase the mileage of the bullpen since he can just alternate between them as needed as opposed to taking a pitcher out of the game every time they needed to switch up.
