Eh. Pepe is irregular as all hell. One match he'll be impeccable (last match vs Croatia for instance) and the next he'll assault the opposition for no reason and get sent off. Penaldo on the other hand has never really played in the NT at the same level he does for his clubs- the exception that confirms this particular rule being the 2 matches vs Sweden in the run up to the last WC.
