Probably scouting and travel costs would be astronomical to discover some actual talent. Most of the countries don't have a strong enough currency for that. And when they do buy African players, they tend to fail miserably.
Look up Felix Orode and Alphonse Tchami. Those are from Argentina, at least.

Get money and rep and good results. But to gain some knowledge without having a bigger scouting range you can also do the following: recruit members of staff that have knowledge of other countries or that are from other countries. Former players tend to be in that case if they've been playing in other countries or have friends/old teammates from other countries. Also, with your affiliates, look at affiliates who have other affiliates based in other countries. You may gain more knowledge that way.

Everyone in a while you may get the possibility to ask your board to kick it up a notch but that's it. That said, if you're in a country that has shit youth rating, even that won't help your intake. Get a great HoYD AND poach regens from other clubs or countries.
I have that issue in Slovenia where the youth rating and overall youth recruitment is shit, and even 20 youth recruitment wouldn't do much. I just scout everywhere to find promising players under 18, buy them and develop them myself.

You could just just snipe the youth players early and develop them yourself: that's pretty much the easiest thing to do considering how random the intakes are. And even then, that 3 players in your save so far out of how many in each intake? Twenty? Yeah, that's not much isn't it.
Forget about the intakes, they''re shit 99% of the time. Snipe youth players and develop them, don't rely on the shitfest intakes are unless you're in Brazil or Argentina.
