You honestly think they leave it all up to the scouts? The point of a GENERAL manager is to coordinate all the aspects of the team. If the coaching staff, the development team, the amateur scouting team and the pro scouting team don't work together the team won't have any direction and will be a complete mess. It's easy to say "get me the best players" but defining what the best players are is far harder.

Lou doesn't seem to have much influence on the composition of the scouting team nor their direction, considering it's the same staff from before him that has been willing to take these higher risk players.
The number of undrafted/re-entry players seems way up in general. This is partially due to this draft being weak after the second round but it's also a good way to minimize risks as you are getting an already developed product.
