16-21 is a good age really. the important thing is that he needs to be good enough to be a first team player, preferably key player, at the team he goes to, and the team he goes to shouldn't be a shitter. so age doesn't matter, though 16yos rarely are good enough to play in a decent club

Here's how I do it

Stick in the reserves/U-18 where he will be trained by your good facilities and coaching staff, start involving him in first team around 17-18 by bringing him on in games and giving him the odd start, should be well in your first team by 20

Keep in the U-18/reserves but once he becomes 18 try to take him along with your first team and let him play 60 minutes of reserve football. Bring him on occasionally. Once he's about 21 you can consider bringing him in the first team if you have to replace somebody, else find a loan or sell on if you've got too much better players

Look for a good loan deal from age 19 or older where he will play regular football in a good competition that's suited for him.
