You could be a chimp playing in FMH mate. Honestly, just unload the crap you have at your club, play for a couple of seasons, get good players on bosmans or freebies and inevitably you'll start getting money.
Montenegrin regens are like 5k€ a pop, interested to sign for anyone that's not in the Conference North\South and sell for well over 10M€ if you value them well. That's just an example.
You can also poach regens from smaller countries, eg: Mkhitaryan's regen will show up at a shithole in Armenia, you can literally sign him on a free and get 20M€ profit.

Why would the player move somewhere for a pay cut? They wouldn't.
Why would another manager give them the same or greater pay if they are so average? They wouldn't.
The AI is perfectly aware of the approximate amount they would have to pay in wages from scout reports like you see.
And the players and agents are obviously going to be jews so unless they think you won't play them and they desperately want to play then they will be content to sit back and take the money.
Not to mention AI will be happy to sit and watch your bankrupt club release them on a free eventually and nab them for nothing (remember that if they were to literally sign them from you even for a transfer fee of "nothing" then they would still have to pay compensation potentially to yourself or a variety of clubs.

1) Overpay.
2) Focus on scouting and youth development. Scout for players under 18, poach youths from your countries' intakes, and develop them. Gonna take more time tho', but by then your rep will probably have improved enough to get some better players for a bit less money. Also, be nice to the other clubs in the league by overpaying them for their youth players in order for them to try to eb relevant in Europe and further improve the league's rep. The AI is shite at squad building however, so it's gonna be tough.
