The slow zone is imposed in an area where somebody had an accident (in this case the #31 car had a spin). Normally in racing you'd put in a safety car if needed or just wave yellow flags, but after Jules Bianchi was killed by an accident in the 2014 Japanese Grand Prix, slow zones or "virtual safety cars" were imposed.
Basically you're forced to be slow in a certain zone of the track to avoid anyone being too brave and hitting what caused the accident
