There were 2.21 goals per game which is the lowest of any WC (the current Euros is at 1.89, which is even lower, and therefore pretty fucking shit)
But anyway, they changed the rules after that World Cup because it was so boring. They introduced the back pass rule which means the goalkeeper can't pick up the ball if it's been passed back by the last defender - they would have to kick it instead, to encourage play to continue. Also they introduced 3 points for a win at WCs instead of 2 points for a win

Tier two things that happen in the game
First, Corner Kicks: if the ball goes out of bounds in between the end line and the two lines that mark the penalty area, the corner kick is taken at that spot instead of the traditional spot in the corners of the pitch. balls that go out between the penalty area and the corner flag are taken at the current spot
Second, penalties. An obvious penalty where the offensive player was taken down during a clear chance get the traditional penalty spot. all other penalties are taken at the top of the semi-circle above the penalty area (no wall can be placed by the keeper) the decision on where to put the ball when a whistle is blown for a foul in the area will be subjective, but I feel more fair. Plus it would be a fun thing to watch bc a keeper would actually have time to watch the ball and move in order to stop it, instead of just guessing and/or praying the penalty taker chokes.
