College hockey in canada(CIS) is generally CHL players who couldn't or didn't want to go pro
The CHL(or at least the OHL) gives players a salary and a lot of the time under the table signing bonus. They can also offer different education packages but teams can only give out a certain number of them. That's one of the arguments for the CHL vs NCAA is that CHL defenders say that they give out scholarships. Problem is that only the top players get the full scholarships(Gold Package) and majority of the time the top players go on to pro hockey and never use them, then the players that would actually benefit from a scholarship since they can't go pro get nothing.
Luckily if you're playing CHL hockey(or any highlevel hockey) there's a very good chance your family is well off
