Witnesses this first hand at a Europa League game in France a few years ago. A very large, but completely harmless and friendly, group of fans were all drinking in the city before the game, signing football songs and kicking a ball around.
Out of nowhere riot police show up and start firing tear gas into the crowds for no reason.

French Security and Police have been a joke. Should never hold another sporting even until they can show that they're competent enough. Wouldn't be surprised if something major went down before the tournament ends.

My Dad was at a music festival in France a few decades ago. A few guys were being a bit loud, so the riot police showed up, and started shooting tear gas cannisters into the groups of tents, regardless of the fact most of the people weren't doing anything, and it was just a few guys. They've had these problems for ages, and haven't thought to change anything.
