I'm in the dark as much as anyone else, but superficially this transfer looks promising and ticks the right boxes.
I like the fact that he's young but entering his prime. He's already performed consistently at a high level, so isn't too much of a developmental prospect, and if he manages to successfully slot into the squad then we're likely to enjoy numerous prime years before seeing any meaningful decline.

Based on the various vague reports I've seen of him, he's athletically gifted, and I think this plugs the chief concern we've had about Daley Blind, who has all the technical ability but also question marks hovering over him given his height and speed. On a separate note, I do hope that Mourinho finds some role for Blind, who I think has been the unsung hero of the United squad for the past two years.

I'd be careful of judging a single player by the overall quality of the defence, but I think it's promising that Bailly was a significant part of the fourth best defence in La Liga. When you think of a player like John Stones, it feels like a red flag that he's been central to an Everton side that hasn't been able to keep goals out. Bailly doesn't have this concern.

30 million pounds is probably my chief concern. I don't know if Bailly is the calibre of player to justify a fee like that, and in terms of opportunity costs I wish we were a bit more savvy when it comes to finding value in the market. Then again, we're up against a City side who have poured significantly more money into the centre-back position but haven't seen any real return on that investment. The way the league is going, it seems like talent evaluation for centre-backs is really difficult.

Overall, promising news I think. I hope we continue our trend of finding players who aren't already past their best years. We need to keep this squad sustainable.

100% agree with everything you just said, £30m might be too much but he has been ever present in a pretty good villarreal defence this season. Its a far better deal than if we were to go after john stones who for me is slightly overrated (probably because he is english) and the fee everton have slapped on him is absolutely ludicrous after the season he and the rest of the everton defence has had, also a john stones deal would probably be one of the saga's of the window and might never be completed, as chelsea saw last summer. I agree also with what you said about blind, i think he is a fantastic player who doesn't always recieve the spotlight he deserves but he definitely deserves to start next season.
