Yes, that's an inherent problem with a single-entity league. Everyone's still shook from the collapse of the original NASL decades ago (basically due to runaway spending by team owners, many of whom went bankrupt) so MLS is going all in on stability (salary cap, etc) in the interest of making sure that MLS still exists in a decade or two.
The introduction of Garberbux (GAM & TAM) was a way to sort of raise the salary cap. I'm sure the next CBA will see the salary cap raised quite a bit - it's just that during the negotiation of the previous CBA the main issue was free agency.
Really, the biggest problem is that we still depend on college soccer to develop our players.
