They already did immediately following the event itself when guilty parties received prison sentences.
Unlike Hilsborough which took 20 years, and even then that was just getting a court to finally look at the event and render a verdict that it was the fault of police and that the story leaked to the press about Liverpool fans had been invented by the police and was not supported by fact or evidence at all.
STILL, 20 years later, nobody has ever been held responsible.
