Everywhere else it is legal to use. That's why it took until 2016 To finally get the drug banned. There was no real reason for it.
Povektin tested positive for 70 nanograms. The legal limit for tests taken after March 1st is 1 microgram. 1 nanogram = 0.07 micrograms. That mean Povektin is not only well within the legal limit, but he had almost none left in his system. That points to Povektin having last taken the drug last year when it was still a legal drug to take.
