The discovery list is basically a mechanism that lets a team that "discovers" a player abroad negotiate exclusively with that player. What ends up happening quite often is some of the smaller teams that know they're not going to be doing a lot of international scouting will add big players to their list as a way of extracting some cash from bigger teams.
A recent example is with Letget, who wasn't a big player, but once word got out that LA might sign him the Revs put a discovery claim on him. When LA finally did sign Letget, they had to pay Revs something like 50K for their discovery claim.
When used right its a pretty benign way to keep teams from fighting each other over a player, but too often its just used by pleb teams that want to get some cash from teams that actually try.

The LA Galaxy play at StubHub, which seats 27,000. The largest NFL stadium currently in use is MetLife in NJ, this seats 82,500.
