I don'the blame them for not getting a car. I blame Indycar's team owners for being whiny pussies that are so afraid of the thought of an Indy-only team could knock them out of the field of the biggest race of the year that they rig the system through "Persuading" Dallara not making new chassis anymore (Unless there's a crack in a existing one) and "Persuade" the engine manufacturers to only have enough techs to support 33 cars across the two of them... Not to mention the Indianapolis Motor Speedway basically paying people like Buddy Lazier to start & park to keep away the real teams like Carlin Motorsport, Ju cos Racing, Coloni and othersee that have shown interest in running a car in the 500.
Plus, don't forget that the motherfucking CEO himself scared off any interested 3Rd or more parties two years ago (Cosworth, mainly) by fast-tracking the bullshit aero kits that have only made the racing worse and jacked the costs of competing up even higher so that nobody that's not in Indycar already wouldn't even consider it (Ford mainly. Their CEO basically said "As long as I'm alive, we'll never be in Indycar" in the lead-up to last year's Indy 500).
TLDR Fuck the Indy 500, Fuck Indycar, Everything wrong with how Indycar is run and works today can be seen in how Grace Autosport, Michael Shank and others have been shafted from running in the 500 this year on all sides.

With how much turbulence Indycar's aerokit makes on Ovals, a "Caution Clock" at those races might actually work because if the race at Phoenix was any indication, the only time you can pass in one of those cars is on a restart or within 3 laps of a restart.

I was at Sonoma one year and he was so far out ahead from everybody else that you could hear how he was off the throttle completely leading up to Turn 2 and wasn't back on the gas until after he had cleared the corner completely.

I mean that basically what happens in IndyCar is for the first couple laps they go for positions while people are still bunched up and possibly not up to speed because half of them are downforce babbies that are terrified of ovals then they go into fuel conservation mode and half throttle down straights because they think saving fuel in case a yellow comes out at a certain time is more important than a pass that might not work even if they are fucking themselves in the ass on pace.
See: that time Bourdais passed the entire field and drove away so far he could make an extra pit stop and still keep the lead on a 1 mile oval last year, to a lesser extent that time Kimball won a race at Mid-Ohio
If you have a guaranteed yellow at the right time it prevents the "oh god I don't want to pit a couple laps earlier and have a yellow trap me a lap down/at the back of the field" issue maybe. But I'd rather just use the CART mandatory pit window that turned Hanford device racing at Fontana from a meme where everyone coasted around in 6th gear in a pack trying not to lead into a normal looking race.
