Cultural differences between managers and owners.
Englishmen aren't as good comunicator as meds, germans and so on. In the end they do not appeal to owners that aren't used to english culture, they might sim either too tame or too obnoxious.
Therefore british coaches end up most often in team owned by british people (which are often very small).
As of today there's only 3 english coachs and a welsh.:

International perspective: English managers can't communicate to squads that do not have many English/British players in them. Example: Pulis does well because he always has a lot of British lads in his teams that understand his style of play.
honestly it looks like English coaching roles are only given to ex-players and ex-players in the English system are all typically lower class and less educated. In Italy and other European countries you don't get that stigma

Serie A has always been a very tactical league, so players pick thing up from managers. That's how legacies were created (Sacchi, Trappatoni, Capello, Lippi etc.) are all very highly looked at and role-models. The English haven't had this for a while, hence English managers like Howe and Rodgers adopting a continental style and looking at Guardiola amongst others. I honestly can't think of an influential English manager since Brian Clough.
