For literally 99 yards of the field they place the ball where some 60 year old ref with cataracts who jogged in from 50 feet away thinks the ball should be after it shuffled around under a pile of 10 people for 20 seconds, and they just let it slide. Then you get within a yard of the endzone and literally have to have 10 minutes of review to determine the exact centimeter on the Earth where it should be.
