The difference between him and a lot of overrated shit is that he tries to get it on target as soon as possible. It's not just pace, he understands the angles that are going to hurt defenders and keepers.
The thing that drives me fucking nuts about modern footballers is their incessant need to do too much. It has to curl into the top far corner, it has to come off the outside of the boot and almost skim the inside of the post.

It's pretty amazing watching Messi and how well he anticpates when a through ball is going to be played. Watch any game when he's forward and you'll see he spends half the time offside over the blind shoulder of a defender and cuts onside just in time before the ball is played, confusing the defender as to where he is.
I never played CB but I can't see anyway to counter it. Mark him goalside and you end up with a deep line and out of postion, keep your distance and he ends up being able to turn into space and dribble on goal.

Too many players try to be Neymar and CR7 with 3 cutbacks and a looping curl of a finish instead of taking advantage of the fact that if you kick the ball hard and on target, reflexes often can't keep up.
Vardy uses angles and pace to create a lot of one on one chances that are essentially penalty attempts where the keeper has to guess right to avoid a goal. He takes so much power out of a keepers hands by shooting so much and so quickly. Too many players want to make the untouchable goal instead of simply beating the keeper.
