Africans peak sooner physically than white people it's just a fact. So when a young black player comes along that's decent in his position people get on the hype train think he's going to be a world beater in a couple of years. In reality, they just rely on the physical aspect of their game and never really improve their technical skills and they generally don't finish their careers as well as they started. Of course, there are many exceptions but I feel it's true for the average player.
Meanwhile, white kids have to rely on their technical abilities, skill, positioning etc. because they're not super fast or strong. When they hit their physical peak in their mid to late twenties they're a more complete player.
This is why you see every youth team these days dominated largely by black players. Pic related, Chelsea's U21 squad that just won the FA Youth Cup.

Players like Drogba and Eto'o played well in their 30s and Rooney was good at 17 and in decline for years now. It is all about perception and cherrypicking. Top youngsters regularly start against grown man, Odegaard is an international and he is not 18 yet.
There are some notable cases of ~black players (Ronaldinho, Adriano, Anderson etc) not being professionals and keeping it up in their later years, still I would say it has to do more with their characters and background than peaking early.

I guess it has more to do with the general state of the country though. E.g. Hungary was 3rd in 2009, they should be in their peak now.
