Euro '92 only had 8 teams, Euro 2004 had 16, and I think winning a group of 16 as the underdog is harder than winning a group of 8. Also, while Denmark didn't qualify originally, that's only because only the top team went through from qualifying. Had they played by the same rules as Euro 2004, Denmark would have at least went to the playoffs to advance past the qualifiers.

For me, Greece winning, especially against Portugal, in Portugal, was better, especially considering the size of the overall tournament. That being said, I have no idea what their actual rankings were at the time, so it may be Denmark was actually a much bigger underdog than I remember. I was only 3 at the time so don't remember any football from back then.
