You have to apply for NFL eligibility if you're a rookie. In order to apply for NFL eligibility, you need to be at least 3 years removed from high school graduation. Per season, there is a deadline for players to apply for league eligibility. After the deadline, the draft process starts, and all players who applied and were granted eligibility to play in the NFL are part of the draft pool. There is no age limit, and there is no college requirement.
Moritz Boehringer for example is a German football player who applied for eligibility after 3 years in the German football league.
