Football in America is simply fractured into too many powerful groups, namely the NFL and NCAA (but also high school teams and even peewee teams to a small extent,) to make into one united domestic league system. Creating brand new NFL-lite teams all over the country to fit into a standalone pro/rel system would do nothing besides drain the talent pool.
