I-45 is highlighted in this map, that's an interstate (federal funds). Once you reach downtown, it turns in 75 (state funds). It's fancy and everyone who lives along it is rich until you get to the extreme suburbs, Lewisville/Denton.
To the left, you'll see I-35, which is an interstate all the way through. That's the one with potholes, rusted railings, and poor people.

Nope. Bipolar weather in the Winter (as far as temperature goes), hot and muggy as a leprechaun who is being chased for his gold's ballsack for most of the rest of the year, occasional hurricanes on the coast, tornadoes in the north, infrequent hail storms that show up whenever the fuck they feel like causing property damage. I'd say that in the weather department, Texas is pretty bad.
Of course, it could be worse. I could live in New Orleans (the geographical bowl).

That's debatable. Texas's major cities do have some pretty damn good restaurants, but so do other major cities around the US. It's really a matter of regional and ethnic preference.

By population. Land is cheap there and, as a Houstonian, I can tell you they just build another subdivision and a bunch of strip malls around it, ad infinitum, expanding outward until the whole thing collapses (and it will).
New Orleans at least has culture. Houston has none, yeah the restaurants are good but they're all an hour from your house. Dallas is the same.
If you're a white shut-in, I can see how it'd be perfect. Subdivision track housing, conveniences all accessible by car, plenty of malls. This works fine for some (like my extremely white parents), but I got the fuck out of there and found some got-damn culture.

There's a number of other, more important, problems that make Texas schools bad. But I think it might just be the same with a lot of other schools around the nation.
A lot of it starts with parents not raising their kids right. Those kids grow up to be spoiled assholes, punks, degenerates, etc, with no respect for teachers or authority in general.
Parents shove their kids into school and think the academic environment will straighten them out and prepare them for college, when in reality, it's just become a daycare for assholes.
Part of it is the increased emphasis on teaching kids to pass tests, instead of teaching kids to become independent thinkers with problem solving and study skills that will help them at the next level.
Teachers are usually judged solely based on their student's test scores, which is ridiculous in this day and age. Sometimes, teachers literally do everything they possibly can to help students, including cheap extra points, or leniency in other areas, but still those students will refuse to meet the teacher halfway with any semblance of effort. As a result, they put out bad test scores, which tell administrators only one half of the story.
Additionally, teachers have to be extremely careful when dealing with misbehaving students or their parents will bring down the house.
Teachers are highly scrutinized in a lot of ways and, frankly, don't get paid enough to deal with hundreds of snot-nosed assholes and their overbearing parents on a daily basis.
Now, of course there are plenty of shitty teachers out there that manage to keep their jobs, but that's because they keep their heads down, do the bare minimum, and suck up to the administration.

Now that you mention it, Houston IS really expanding fast. My neighborhood used to be just fields and farmland only a few decades ago. Now it's bustling with neighborhoods, schools, strip-malls, outlet malls, etc. And there are yet more neighborhoods and things being built.
Hell, I used to go to a highschool that was pretty much brand spanking new and located on the edge of suburbia, but now things are starting to get crowded there too.

I support the Texans, but it's freakin' tough with their soft, incompetent organization. McNair should have fired Rick Smith after 2013 if he truly wanted to, "kick 2013 the hell out the door," to quote his own words at Bill O'Brien's introductory press conference.
I'm cautiously optimistic about this year. Hopefully Brock Osweiler will prove to be a good move, and maybe Lamar Miller will be a decent back. I hope the Texans either nab a speedy WR (like Corey Coleman, or Laquon Treadwell) or a good TE (like Hunter Henry) early in the draft, since they clearly lack both.
Then they might be able to focus on getting depth at other positions, like the O and D lines, which are dangerously thin after the starters. Not that you can find great depth later in the draft, unless you're a good GM. Of course, I wouldn't trust Rick Smith to pick out my groceries if I gave him a specific written list.
