You're late to football and any other sport, not like it matters.

Just understanding the basic rules should take you 5-9 years depending on how fast of a learner you are. After that maybe you can qualify for a football playing exam but the passing rate is very low.

Also I don't know about America but over here, football is one of the biggest sports for casual / amateur participation. So yeah, find a local football centre or pub league or whatever, and get involved.

Half of football is fitness and strength anyway, so if you've got that down, it won't take long to pick up technical skill.

The rules are simple, whether you have the motor skills is an individual thing we can't judge. If you do and practice hard there's no reason you couldn't get into a local Sunday league side (if such a thing exists in your area).

You can play. How good, that depends on your talent.

No chance however you will get nearly as good as anyone who's played since a young age. Technical abilities, for instance, should be "mastered" at 14: Passing, Crossing, Shooting, dribbling, receiving etc.

No reason you can't try and have lots of fun tho. If you have talent and good ball control, i.e. from playing other sports, you might become quite good.

I'd say playing FIFA will be your best chance of learning the game quickly. You'll learn the basics quick and then some. You're not too old though, I'd think with soccer being a growing sport in America that there will be people just like you who are starting out. Look for some amateur leagues or try futsal.
