Why is french club football.... not very good? They are one of the best football nations in the world. Won 1 WC, 2 euros and has produced some world class players. But their clubs are very disappointing. Why is that?

Plenty of factors, really;
French people on average are not very invested in club football, and there are other sports out there we like.
Out of those that are actually invested, many (and I mean MANY, can't give you an exact estimate but I'd wager somewhere between 40 to 60%) either support a foreign club as a second team or outright support a foreign team (usually Arselel, Barca, Real, Juve but there are bandwagoners for every club out there). Hell, our own medias show almost as much other leagues as they do Ligue 1.
French clubs are usually fucked in the ass by our fiscal administration, whereas their european equivalents tend to be more tolerant, and have to pay pretty big taxes as well (and the players too).
Nobody outside of France cares, so while the league somehow has (or had, not too sure) better domestic TV rights than the Bayernliga it had shit international rights
Our youth is regularly pillaged by the bigger leagues.
The formation centers focus too much on big black players, and it shows.
It all boils down to lack of money and interest, PSG is only going to marginally change this because Qatar is involved in some shady shit and not everybody can overlook that for the sake of success.
